Cheapest? I use www.phpwebhosting.com and they're $10/month. Great service, good speed, unlimited space, unmetered traffic... I'd highly recommend them.

To register a domain, go to www.godaddy.com - you can then use the nameserver at phpwebhosting.com to get your new domain working. If you don't want a domain, you can use the phpwebhosting.com URL - such as vagabond.phpwebhosting.com

One of my friends uses phpwebhosting and has no complaints. He ran a pretty space and bandwidth intensive site, and they never had an issue with his usage.
