How do you setup a default startup page in a wireless network?

I am curious, how do you setup a default startup page when someone enters your wireless network? I know when you enter Starbuck's wireless network, it brings you to their custom site.

My guess is that they trap your first page request and substitute a small html file that redirects you to their site.
