I don't know why you would want to make a region encoded DVD-R but I believe that is in the DVD mastering program, not the burning program.

Just make everything region free
And I can play both region free and region encoded PAL DVD's in my US DVD player which converts the signal the NTSC for my TV.

I don't want region encoding. I was wondering if I were to burn a dvd in the u.s., would someone in australia be able to watch it. I want to send dvd's to someone in australia, and I want to be sure that they will be able to watch them.

If it is your own material that you're burning to DVD it can be read anywhere. There will be no region encoding unless you tell the mastering program to add it, as Icondude said.

If it is copyrighted material that you're burning to DVD we don't want to talk about it here.

Well, isn't the television standard is different? NTSC vs PAL?

One of my burning programs has an option to make it a certain region. But most programs will burn region free. Only problem you'll run into if playing it on a foreign player is the NTSC/Pal conversion.

DVD Studio Pro has the option for region coding, but it's off by default. Region coding is not an option for iDVD, or for most entry to mid level PC authoring packages.
