Not getting enough out of my Athlon XP 1800 +

I put a computer together using a K7T266 Pro2-A MOBO and a AMD Athlon 1800 +. I'm only getting 1150 mhz out of the cpu. I got a 350 watt power supply and and running a Speeze CPU (# 5F263B1M3G on box) Cooler that should be powerful enough for an 1800. Im running win 98 se. I'm also running into problems with the computer starting to leave black trails when closing, reopening a window or moving a window. These trails dont clear up until I restart my computer. I defraged the computer but it dosen't seem to help. Any suggestioins for either?

Thanks

The 1800+ runs at 1533 mhz. Your motherboard's bios is set at 100mhz FSB causing it to run at 1150. Change it to 133 and you should be running at the correct speed. As far as the window problems, do you have the newest video card drivers for your card?

might want to check your refresh rate. if you have an LCD monitor this might be ghosting if you have a cheaper LCD monitor with a high response time.

also the drivers could be an issue and the FSB is set to 100 instead of 133 as fumanstan said

I had a similar problem when I updated recently.

Flat out changing the FSB from 100 to 133 wouldn't work. Conveniently, there was a bios option to change to performance settings, and that did the trick.

thanks a lot everyone. Switching the FSB to 133 worked.
