need a utility to lock some of the features of windows

I have several computers in my network. I'd like to LOCK the ability to:

(1) change the Home Page on Internet Explorer so that the users cannot change it
(2) change other Internet Options Settings
(3) change the desktop background

How would I do this? What utility is out there for this?

You can change via registry settings on each individual computer. If your users no how to edit the registry then they can change it back.

Best way is to do it via a policy that gets pushed to each comupter as they log into the domain. You would have to make these settings through you domain controller setup. I don't think there is a utility for this, you just need to know how to do it.

as palebluedot said,
Group Policy is where it's at.
You can do all that and more, but you do need to have active directory installed, for win2k and XP. If yer talking 98 and such, Poledit will do that trick.

The OS is one of the problems. The computers are using (I had no say in this) Windows XP Home Edition. No domain controls. It's just networked via workgroups.

Anyway, which registry settings do I change on all the computers?

dunno if it'll work in XP Home (ugh) but here goes:
To enable these restrictions, set the data value of the appropriate value name, to 1, at HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Control Panel.
