Capturing to the computer.

To capture video from a hi 8 camcorder, what do i need to buy. do i just need a analog tv capture card?
i was talking to some guy and he said i need to buy an analog-to-digital converter. he said they are over $200. but i also read all you need is a good computer, a camcorder, and a tv capture card to get video onto your computer. i am also planning to burn the video to a vcd once i edit it. i have windows me and a fast computer with lots of space. i know this isn't the place to be asking this question, but hopefully someone can help me. either post it here or email me at [email protected]

You need a video card that has 'video inputs', as well as a sound card that allows aux inputs.
