Best way to use computer to communicate with somebody oversees?

My wife has some relatives in Peru, and she uses ICQ to chat with them.

Are there any better ways, including sending voice files, using the video cameras, etc?

We have a new computer, 1.43ghz CPU, 60 gb hard drive, 256MB memory, and use a modem for the internet.

The computer at the other end is several years old, it is something like 333 mhz CPU, I don't know any other specs on it.

We don't have one of the video cameras yet (the small ones that sit on top of the monitor), is there any real difference in them?

The pc at the other end is the limitation really.
I use yahoo messenger, and the microphone to talk to some friends, it's pretty cool.

You can also setup netmeeting if you have the little camera as you describe it.

And have a conference call, kind of fun
