How can I restrict client machines using ICS on WinXP?

I used the ICS wizard to make a small internet shared network, and I want to put restrictions on the client machines in terms of what sites they can go to, what programs they can run etc. Can I do this remotely or only locally or what? What do I need to install to achieve this?
I have a feeling I'll need to install IIS as a windows component but I thought I'd ask before trying it.
