Can I make custom smilies too?

I want to produce custom smilies and other things of that nature. What applications does one use to produce animated gifs and how do these differ from Flash animation?
I know I would need to post them on the internet so that they could be accessed on the forums, but could I do that without spending money? Feel free to laugh at my non-digital upbringing. I grew up amidst dust devils and tumbleweeds.
Any info is greatly appreciated.

In another thread about image hosting one or two folk said that Hotmail users can get free space from which images can be linked to other sites i.e. if you stored your freshly created animated gifs using the Hotmail facility you could make a link which would let them show up here.

Your best bet would be to go to www.jasc.com and download the latest version of Paint Shop Pro and Animation Shop. If you have some basic skills in image manipulation, you can edit the smilies and then via Animation Shop, string them together as an animated GIF.

Problem is, Paint Shop Pro will only function for 30 days unless you buy it or Astalavista it (don't ask for any help with that).

Good luck - it takes some time and patience, but sooner or later you'll get the hang of it.
