Can a homemade DVR be built?
I am trying to cut the cord, but I can not get other half to give her DVR.

As you will need a legit source of content for the DVR, just get YouTube TV. The DVR that's included is great.

Agree about YoutubeTV. That said, if you're just wanting OTA channels but you need a DVR for that, I recommend getting an HDHomerun with their $35/year DVR subscription. There are other ways to do it, but that's the easiest and the HDHomerun has some nice features.

Yeah when CBS had a carraige dispute with DirecTV I used an HD Homerun and a Plex Pass/premium account as a DVR. But you have to have good OTA reception.

If you have an antenna already but just need a DVR, there is always the 4th generation Tablo. No monthly subscription fees for this particular model.
