I can't seem to get Amazon to send out any of the referral gift certificates I request them to send. I'm not over my limit (20/year), and the people & email addresses I'm sending them to have never shopped with Amazon. What could be the problem? I get the "Thanks for referring your friend" email, but they don't get the certificates. Is anyone else having this problem?

i understand they may be changing the program due to abuse. I was told this when i got a response back about the clown posting referral codes all over Dvdtalk on 2/21.they are investigating the codes this person used and looking in to who is getting the codes. i expect this program to be changed a lot.
