Sales tax at Buy.com

Buy.com now charges sales tax for 5 states. I have a question about how they charge for this.

Specifically, I placed an order and Buy charges for the total of the order INCLUDING shipping. I though shipping was not to be charged sales tax

In addition, Buy also assesses tax on the total order excluding coupons which would make the tax higher.

How do other vendors handle this?

Well, Reel used to base their taxable figure on the cost before coupons also. I'm not sure about S&H.
