Paypal won't take CC for transaction

I had a merchant send me a paypal request for $. He is a small high end HT dealer. He accepts CC's through Paypal.

So I went onto paypal, loged on, and went to pay with my AMEX - they said that the "payment was invalid."

I was pissed.. so I called them up and the csr said that paypal installed a new risk system that will flag certain transactions - such as electronics, art, collectables, etc. In addition, sometimes it will flag items over a certain $ amt. Once a transaction is flagged it can NOT be overided by anyone - and payment can only be through the bank account.

WTF?? how else can I pay this guy with my CC (Amex gives me an additional 1yr warantee )?

Has anyone else run into this?

I've never had this happen. Sounds fucked up.

Can you add money to your account with the credit card and then pay out of your account balance?

nope! you can only add $ from a bank account.

Perhaps you can do multiple transactions, although I'll bet PAYPAL has thought of this - but maybe not.
