What is Walmart's price matching policy?

Yes, you usually will not be hassled with an actual ad.
However, cashiers are only authorized to price adjust up to $10. If the PM price and Walmart price is more than $10 apart, then you have to wait for supervisor approval.

Best Buy (and others) should learn from Wal-Mart's price matching policy.
You go through the normal checkout and the cashier charges you the matching price with no hassle whatsoever! Of course you need to have a copy of the competitor's ad, as mentioned.
It's a model policy that other vendors should learn!
