I believe when I visited a RiteAid Drug Store in December I saw that they offered a type of pre-paid credit card that was activated at the registers. IIRC they were MasterCard branded cards.

I didn't look at them closely, but I don't think there was any fee to initially load the card with funds, but I'm not sure whether they would charge a fee to load the card subsequent times as some companies do.

I don't know whether you have the RiteAid chain in your area, but if you do and one is close, you might want to check them out.

There is also this company, however they charge a huge fee for these things so I would never use them.
