When does Paypal charge a fee?
I don't know if this is the right forum or not, but I thought I read somewhere that if you are transferring money between paypal accounts there is no charge to the recipient or sender regardless of the kind of account they have. There is only a charge if the recipient is receiving a CC charge (for a business acct or personal acct > $100 in a given month).

Below is an e-mail message they sent me that might answer some of your questions.

However, credit card associations charge merchants like PayPal a fee for every credit card transaction. Because of this, only Business and Premier Accounts will now be able to receive credit card payments. Personal Account users, who do not pay a fee to receive transactions, will be able to receive Bank Account and PayPal balance-funded payments for free. Personal Accounts that receive credit card funded payments after 11/13/2001 may accept the payment by upgrading to a Premier or Business account, or they will have to deny the payment. Please note you can continue to send and receive payments for free with your Personal Account by making sure everyone who sends you money is Verified and sending payments from their bank accounts. In November Paypal changed their rules, now personal accounts cannot receive any credit card payments. The $100/month is gone.
It is my understanding that all payment received by a business account pay a fee, even transfers. As for sending payment, there is never a fee, even if you use a credit card (the fee is paid by the recipient). Personal accounts do not pay fees for receiving money, whether through electronic checks or direct transfers, but remember that personal accounts can never accept credit card payments. On the Paypal home page, they have a link at the bottom which will show you the fees (the link is called "fees"). |
