Dan Fouts. And Joey Harrington was definitely way above average.

Disagree about Mariota being "questionable". One of the better starters when healthy.

Herbert made risky call given the lack of obvious QB quality in the next draft. But Oregon supposedly had an awesome recruiting class coming in that includes his brother at TE. Should give UW a run for the PAC-12.

And he did regress this past year. IMO, it probably was a toss-up. If he went to a team with an aging but established QB still playing well (Chargers, Packers, Patriots, Steelers), where he would sit for 2-3 years, then maybe. But going to one where he could start year one (Giants, Jaguars, Dolphins), he would not be ready and would hurt him in the long run.

And as been said, great recruiting class this year and playing with his brother certainly factored in.
