Quick basketball question

How do they determine who gets the ball to start the 2nd half.

More precisely, for NBA games the winner of the opening tip gets the ball to start the 4th quarter, the loser gets the ball to start the 2nd and 3rd.

Why does the clock continue to run after a basket has been made during the last minute of so of a half in college basketball?

I think that's true only of the first half, in the second half I believe the clock stops after a basket in the last minute or so.
