This is about the lamest version of Bane I could imagine. Gotham has been on complete autopilot this final season, throwing a ton of characters into each episode to pass the time instead of coming up with a reasonable story arc.
Gotham must not be allowed to use Talia.
Gotham must not be allowed to use Talia.

I had hoped having eleven (then twelve) episodes to end the series, it would be forced to be a little more focused. However, this season has been a hot mess. I hated this storyline (a major American city being cut off from the world) in the comics, I hated it in "The Dark Knight Rises", and I hate it here. I know we're not dealing with "Reality" in this show, but it's just a little too ludicrous.

The television writers should have tightened the reasoning up for sealing off Gotham - giving a coherent reason why everyone would seal off a major city. I would have gone with a contagion of some kind that was so virulent, any contact would have spread it across the developed world.

I'm wondering if there will be a time jump at very end of last episode. Penguin, Riddler, Barbara, Selina, and other assorted weirdos all leave town. Gordon and Bruce become estranged. Gotham becomes a more or less normal city. Time jump 20 years. Older versions of the villains are back in town. Older Gordon with grey hair. Wayne Manor is rebuilt. Older Alfred with mustouche. Glimpse of Batman.
