Because the X Rating wasn't always synonymous with pornography. Originally, an X Rated film was intended for viewing by adults only. The original X Rating is what NC-17 is today.

I'm confused about your question. Are you wondering why there aren't more NC-17 releases? I don't know. Maybe it comes down to partly parents wanting to bring their older children to movies they deem okay to see.

As I recall reading the MPAA had some slight reservations in Clockwork over the threesome scene and some male frontal nudity... Can't recall what they problems with Cowboy

To make a long explanation short, most movies given an X rating would most likely be rated R today. It has everything to do with certain context of the film being "extreme" during the time of release. A lot of NC-17 movies released today or in the past twenty years probably shouldn't have been rated NC-17. Shame is an example. Yes, it's an adult film, but older teens should be able to see it due to the subject of sex in the film, and how it can lead down a dark path.

Midnight Cowboy dealt with gay issues, a very controversial topic especially in 1969. Rating was eventually overturned to an R without any cuts a few years later

For the first in this brief series of controversial films rated NC-17, we’re going back to 1969, the year after the Motion Picture Association of America (MPAA) created the modern U.S. movie rating system. When Midnight Cowboy was released, there was no NC-17 rating. Instead, filmmakers whose movies were deemed too adult for an R rating, were left with the option of an X rating, or none at all.
Since the rating system is voluntary, a filmmaker can always refuse a rating from the MPAA, but unrated films in the U.S. stand slim chance for commercial success. In 1969, the X rating hadn’t been commandeered by the porn industry yet, so rather than edit the film down to an R, compromising the artistic vision of the film, director John Schlessinger went with X.

Commentary on the DVD suggests that the scene the MPAA ratings board found disagreeable was one between Joe and a young man with desperate eyes in a dark movie theater. In the words of actor Bob Balaban who played the young man in the movie theater, “I guess when you get the stamp of approval of the Academy, you get to be a little more risqué.” And while Midnight Cowboy got a free pass, the MPAA was quickly establishing what would become one of its defining characteristics: to apply tougher ratings to films with explicit sex, especial gay sex, than films with graphic violence.

The X rating was the equivalent of "unrated." The MPAA did not trademark the X rating and it could self-applied by any filmmaker to their movie. As such, "X-rated" became synonymous with hardcore pornography even though that was not the original intent of the rating.

The film was rated "X" (no one under 17 admitted) upon its original release in 1969, but the unrestricted use of that rating by pornographic filmmakers caused the rating to quickly become associated with hardcore sex films. Because of the stigma that developed around the "X" rating in the ratings system's early years, many theaters refused to run "X" films and many newspapers would not run ads for them. The film was given a new "R" (children under 17 must be accompanied by a parent or legal guardian) rating in 1971, without having anything changed or removed. It remains the only X-Rated film ever to win the Oscar for Best Picture, be shown on network TV (although the R reclassification had taken place by then), or be screened by a sitting U.S. President, Richard Nixon.

I saw both films in theaters when I was a teenager. No one asked me my age. I was 16 when I saw MIDNIGHT COWBOY and 18 when I saw CLOCKWORK. I went with my 16-year-old sister to the latter. My mother was upset each time afterwards when she learned I saw those movies. (I told her.)
