A little background might help.
During the Cold War (1945-1989), the US and USSR both had a policy called Mutual Assured Destruction. That means that they were willing to destroy all life on Earth rather than lose the war. If you lived in a town with more than 100,000 people, you were a target for a nuclear bomb. I lived in a town of only 10,000 people, but it was close to a military base so I was a target anyway.
Dr Strangelove shows how ridiculous the situation was.
A lot of the jokes are topical, and don't make sense if you don't know the history. For example, John Kennedy was elected president partly by claiming that there was a missile gap (he tried to frighten people by saying that the USSR had more missiles than the USA). So at the end of the movie, men are arguing about a mineshaft gap.
Air Force bases really did have a billboard at front gate that read "Peace is our profession!" The joke is that the movie shows US troops shooting each other in front of the billboard. Those billboards were taken down after the movie became popular, and didn't reappear until the 1980s.

Dr Strangelove funny as man? Who is? But went 3 times Peter Sellers. Colaborate is jew for a man Stanley Kubrick. Always cowboy Slim Pickenpah. Excellence. Rumble young man, Roomba.

I think it is Kubrick's best film, and one of my favorite films of all time. I also find it hysterically funny but it is a super topical and subtle type of satire that could be completely missed and just seem dumb to certain people.

The language barrier has been explained to you in this and other threads, but you seem to be ignoring people's responses.
Maybe Google Translate will help:
एक फिल्म अपने हंसते हुए के लिए सूक्ष्मता और भाषा की बारीकियों पर निर्भर करता है. अन्य अधिक नेत्रहीन आधारित तमाशा है.
भाषा बाधा इस और अन्य सूत्र में आप को समझाया गया है, लेकिन आप लोगों की प्रतिक्रियाओं की अनदेखी करने लगते हैं.
