Holy crap! I was looking up Ray Park's filmography and found this listed:

I didn't even know a King of Fighters movie was in production. Apparently Maggie Q and Françoise Yip are in this.

Wow... That makes his role as Toad look like a step up. 
According to IMDB, Ray Park is supposed to be Rugal Bernstein.
