Of the few I've seen, I'd have to go with Amélie, followed by All About My Mother.

This is one of those films you can watch over and over, and catch something new each time. It's like a massive jigsaw puzzle. Have you read this book? That said, I don't really consider it a foreign film, since it's in English, any more than I would label 2001 a foreign film.

I was quite excited to hear about the recently discovered footage, hopefully we'll get a theatrical (and Blu-ray?) reissue in the next couple of years.

Au revoir les enfants is my favorite.
