I read Michael Zupan's DVD review of X-Men at http://www.dvdtalk.com/reviews/read.php?ID=37075 and...Mutant Watch did, indeed, run on TV. It was shown on Fox as a promotional if I recall correctly either before or after "The X-Files".

You know what, the X-Men flick was released so long ago that I kind of forgot about that. Now that you mention it in a better light than I was able to recall, I think I actually watched some of that when it was on. What a difference a decade makes, heh. Thanks for clarifying that!

Fox has done specials like that from time to time. They did one for Independence Day which is on that film's 2-disc DVD set. It was a mock newscast about the invasion.
