DV-410V-K : Usb input

Would someone know if this usb port can support an external hard drive ? i.e., SimpleTech : Signature mini 250 MB power-up directly from the Usb port ( no external power source ) ...

According to page 32 of your owners manual it does not appear so.

I have the Pioneer 400V, and the USB port can support an external hard drive (formatted to FAT32) with it's own power source, but the port isn't powerful enough to power the hard drive itself. I think the 410V is the same.
