Will all new theatrical to DVD films be on blu-ray from now on?

I'm new to the blu-ray world and I had a question. Is it a given that when new movies come out on DVD from the theater for the first time that they will be available on blu-ray? My example I'm thinking about is since the Indiana Jones movies aren't on blu-ray yet will Crystal skull be released in Blu-ray or will some big name franchise like that wait until all the movies are released in blu-ray at once?

No.

Kingdom of the Crystal Skull seems to be expected to come out on Blu-ray, but most independent movies and some smaller studio movies haven't come out on Blu-ray at the same time as the DVD. With bigger, higher profile movies, though, it's usually a pretty safe bet.
