Will Vice city stories eventually be put on the PS2?

I would say no, only because Rockstar is currently working on GTA4 for the 360 and the PS3. After that they will then be doing the exclusive downloadable content for each platform. Also, they're currently working on a port of The Warriors to the PSP, so I'd say that they probably won't be porting it over anytime soon.

In the grand scheme of game development ports take no time at all. They'll farm the port
out to another division, leaving whichever team is responsible for GTA4 free to do what
they need to.
