Shipping showed as $12 for me.
Looks like the best deal for this unit, if you're in the market.

The point is, it is an HD-DVD player that also upconverts standard DVDs. It also is a CD player, why not advertise it as a $400 CD player?
A $400 upconverting DVD isn't a great deal. A $400 HD-DVD player, however, is.
As to which forum it belongs in, well, it technically belongs in both since it is a Hot Deal and part of HD Talk.

Either way this is not the best deal out there for an HD-DVD player. The Continental airlines deal (listed in the HD DVD section) is the best out there right now at $363 (including shipping).
