Does anyone know of any films where the bad/evil guy wins?

I remember watching a recent TV documentary about censorship in television and cinema and it was discussing how studios refused to greenlight flicks where the bad guy wins. I remember they showed a clip of such a film that did this. I don't remember what the name of the film was. It was shot in black & white released sometime in the 1930-1950's. It ended with a lady (blonde hair) screaming into the night, following a guy in a cowboy hat (the villain) as he walked backwards into the shadow. This was explained as one of the films where the bad guy won, which audiences didn't like, resulting in a ban of such films.

The only modern film I can remember the villain winning is Se7en, which is arguable.

In Silence of the Lambs, we see Hannibal fade into the crowd.

Not sure if that counts.

just the few that came to mind in the few seconds I spent thinking about it..

I was thinking more in terms of a bad guy that the audience doesn't root for. In films like Silence and Usual Suspects the audience roots for these guys. Is there any film where the villian wins, which would leave a viewer depressed and angry?

IMO, there's a difference between the bad guy getting away and the bad guy "winning". Just to use a few examples from above, Halloween and Silence are examples of the former. I consider Halloween a stalemate... Myers doesn't die, but he doesn't kill Laurie either, so he doesn't really 'win'. In Silence, Clarice and Hannibal are BOTH victorious. Clarice gets Buffalo Bill, and Hannibal gets freedom... their goals are mutally exclusive.

On the other hand, Arlington Road is a clear cut case of the bad guy winning. Night of the Living Dead is as well, in an ironic sort of way.

I'd also include Jeepers Creepers, Identity, and Cabin Fever here. And Frailty could go either way, depending on your point of view.
