It's from the E3 2002 video, which is extremely early, not even alpha. According to the lead designer Ben Cousins, the graphics (among other things) have improved since then.
I'm really impressed with the animation, which is the main thing I've been wondering about the visuals. There sure is lots of stuff happening on screen.
