Help me recall the name of these shows
The first one was a pilot that showed on CBS (I think.) They had some kind of summer "pilot shows" program, where they may have asked for phone-in votes about the shows. I believe this was around 10 years ago or so. The show involved a scientist? working on matter teleportation (Star Trek transporters) who accidently beamed himself into a military robot in the same lab. The robot was absorbed into his body, and when "bad guys"
were chasing him, the robot morphed his arm into the robotic arm and fired a laser out of its finger.
The second show involved a couple who had died, and were trying to help some friends who could see their ghosts (or maybe the dead people were sent back with physical bodies, but only certain people could see them.) I remember one episode with "Earth Angel" playing on the soundtrack (or even the theme song?), where they were trapped in an empty underground storage tank, and they escaped by taking the gunpowder out of some cartridges, wrapping it in gum, sticking it to the hinges of the hatch, and then shooting it with the last cartridge. This show was probably also about 10-15 years ago.
EDIT: There was a third show on Fox? about the time of The Sentinel, which had a man running from an Illuminati-type secret society, and he barely stayed a step ahead of them.

The first show was "Infiltrator," which ironically enough, starred Scott Bakula. This link lists some other shows that bit the dust after the pilot airing.
As for "Nowhere Man," the showed got cancelled and thus, Tom Veil's plight was never resolved. It was one of my favorite shows at the time, too.

I think the couple were Kate Jackson and her then husband Andrew Stevens doing a remake of 'Topper' in 1979. It was a pilot esp after 'Charles Angels' was cancelled. Then she divorced him and did 'Scarecrow and Mrs. King'.
