I don't think it is. The snowstorm guy was a normal guy who was a bit looney. This new guy looks like a bum they pulled off the street. They put him in suits that are too big, which makes his head look small.

oh man, he is hilarious. I hope that they can keep giving him different things to do whenever the Iraq joke wears off.

That's who I thought he was when I saw him.. They both look the same and ramble on about stuff completely off topic. The guy is hilarious.
