am i supposed to just run after them? i tried the drive-by, didn't work. i walked around but ran out of time with 15 left, of the cops would all kill me. need some help, thanks

What I did was get the flamethrower and just go right back to the street that leads to that alleyway. Across the street, there were 2 Triad members - sizzle, sizzle: they're toast. Turned around and there were 2 more on the other side of the street - toasted them. Just kept repeating the same thing - running back and forth across the street. Pick one area and stay in it - as you keep turning around - the game will just randomly generate more Triad members (sort of like it does cars). It beats chasing them down. It took me a few tries once I discovered this - only because I kept walking into my own flame and dying. But using this method should randomly generate enough members for you to get to 25 - just try not to attract cops by burning innocent people (I burned a cop walking by accident).

Once you're done - haul ass, cuz a bunch of members show up and will beat you senseless - this happened to me AFTER I got to 25 - I was pissed.

Agreed (with Daryl). Grab the flamethrow, and just be careful not to walk into the flames and burn yourself. It sounds a little cliched, but short, controlled bursts work best.

Triads generate kinda strangely. The middle of the block could be empty, you turn around, then turn back, and there's 2 Triads walking along the building, right in the middle of the block. Myself, I ran back and forth, up and down the block (I spent a lot of time running to get my endurance up early in the game, so this running back and forth wasn't too much of a factor for me). The key is to keep moving (NOT when/after you've just flamed someone, though) so you're regenerating Triads...

When I finished this mission, that block was a mess--the fire department showed up after I torched one of the cars, so I just torched the fire truck while I was at it.

Like 2 blocks away there is that big alleyway that you can't drive in go in there, and go back and forth also kind of keep track of the different times you go in there certain times a day have mroe.

Once you grab the flamethrower, head around the corner to your left. Head over to the basketball court. You can enter the court using the ramp on the far end. Be careful when you enter because the Triads start popping up everywhere.
You can flame your 25 in no time.
