I'm looking for one of these types of games for either playstation platform, but I doubt there is anything on PS2 yet. It has to not be complicated because my Dad will be playing (those slow old people

Try to find Return Fire.
Funcoland / gamestop sells it for $18.99 used, but you can probably find it cheaper.
Overhead view, combat and capture the flag with tanks, jeeps, choppers. It's a pretty cool update of the old VCS combat idea, with simple controls and overhead camera.
