I have some friends who signed up just a few days ago and they are being charged $19.95 a month for 3 movies out, while my last credit card charge at the end of April was around $20 and I am still being allowed to have 4 movies out.

To my knowledge - NO. I signed up with them at the very beginning at something like $15 a month for 4 movies. During the last price hike - they made it pretty clear that the new prices are mandatory for everyone. If they have somehow missed you...SHHHHH..be very quiet.

I quit last month and had 4@ $19 til the very end.
The service had gotten so bad though that it was hard to get anything I wanted to watch.

Yes you will have been affected to the price hike to $19.95, but if you had 4 movies as what you signed up for, you still get 4 movies.

They basically grandfathered everybody who had the old tier structure (4 movies, 6 movies).
