...you signed up before they changed it to 3 movies out for $19.95? I have some friends who signed up just a few days ago and they are being charged $19.95 a month for 3 movies out, while my last credit card charge at the end of April was around $20 and I am still being allowed to have 4 movies out.

To my knowledge - NO. I signed up with them at the very beginning at something like $15 a month for 4 movies. During the last price hike - they made it pretty clear that the new prices are mandatory for everyone. If they have somehow missed you...SHHHHH..be very quiet.

Yes you will have been affected to the price hike to $19.95, but if you had 4 movies as what you signed up for, you still get 4 movies.
They basically grandfathered everybody who had the old tier structure (4 movies, 6 movies).
