I don't think the people on the ground were good or bad actors, just non-actors. They brought all their non-actory awkwardness to an awkward situation. They really put across a feeling of powerlessness because they couldn't project anything else.

I remember the FAA manager's face, but I don't remember anything he said. On the other hand, I remember that United 93 passenger (played by a real actor) saying "I'm going to break his arm" like I just saw the movie 10 minutes ago. I remember the exact tone and gesture he used when saying that line. It probably never happened, but it's played so well it convinces us it probably happened. I guess that's the mythic quality I'm talking about. That's why I think this is a very well done but also very dangerous film.
