I don't think that the longer names problem was FAT16/FAT32 related. FAT32 wasn't even available in the first release of Windows 95. And FAT used to be only 12 bits-- I'm sure that you remember...

You mean the standard printing sizes of 3x5, 4x6, 5x7, 8x10, 11x14, and 16x20, just to name a few? Check the aspect ratios on those-- they don't all match. But ALL are standard photo sizes.
