The premium in the PSN store is an add on for the main game, it doesn't include the game. So you should be fine.

You can't play any PS3 games on a PS4. Some of the games that are available on both systems are cross-buy, meaning you buy one and you get both, but I don't believe that any of those have been given...

I'm pretty much aware of all that, but I'm just surprised that a feature I have on the PS3 (to automatically go to standby after x minutes of inactivity) is not available on the PS4.

The license expires when your PS+ membership expires. If you extend it or re-enroll after it has expired, the licenses are good again.
