If the book were done, Martin would say so on his Livejournal and it would be instantly repeated, retweeted, and liked in every forum on the 'net. We wouldn't be hearing it from some obscure website...

It's only been three years since the last one came out. Dragons took six, and he was halfway done with that when Crows came out. I wouldn't expect Winter until 2020 at the earliest.
