No, it had to be a glitch (why didn't anyone sugest that?). As a last resort I got training in single handed. It then showed my correct skill level at 34 (I'm a mage, I don't fight much).

Damnit! I quit everything and fast traveled back to Whiterun to get a blessing. Even though it said all diseases and curses were cured my one handed skill is still a red 15. I hope this isn't a bug.
