I don't think you have to have them both on the same console, the trailer shows it as a free story for each game.

Yes, being drunk is a bug that happens when you start the game, load a save, have relations, wake-up, it goes away fairly quickly when doing quests.

I'm about 40 hours in and am enjoying the game as I did with the previous games.

The rations/healing part has only been an issue when I needed to heal and there were no rations around... didn't...
