All you need is a picture. Then use one of the lithophane programs to generate the STL file. They also have guides/'how to' . The Lithophane FB group is useful as well.

Not a prop, but I've been messing around with 3D printed lithophanes. Still testing stuff but this last attempt came out well:

All you need is a 3D printer and 27 hours. :)

I think it looks pretty darn good. It's not full scale (original is 12" I believe...
