In a stable, once that's opened up for you. It's an Ardennes with a type listed as "war".

How do you donate the carcasses? I don't see them show up in the menu when donating to Pearson, and nothing seems to happen if I just drop 'em nearby.

You unlock a fence in chapter 2.

I haven't done this yet, but apparently you can also turn yourself in, do jail time, and only pay 20% of your bounty.
