Why didn't Obi Wan find Luke sooner?

Yoda complained that Luke was too old to begin Jedi training (older than younglings, older than when Anakin started, etc.). So why didn't Obi-Wan take it upon himself to find Luke when he was younger...

It seems like Obi-Wan was the only one who ever mentioned it to him right at the very end. Maybe if they told him he was the Chosen One then he would have been more humble and respect the Jedi order...
