Answered my own question tonight... In case anyone was wondering, the 9pm cut off for trades is a chicago city thing I think. I traded in a suburb of chicago tonight at 11:00pm.

9pm the latest to trade?

I was at a blockbuster in Chicago, IL at 9:30pm with my dvds ready to trade and after filling out the form, she went to enter it in her system and found out that she is not allowed to take trades...
