At this point, how can they not know how many shooters? Aren't there tons of security cameras? Or was this enough of an inside job where people could take out the cameras?

It sounds to me they got a glimpse of others with guns. It's most likely people who were armed and heard gunfire and reacted.
In a lot of these cases, it's not the news media. It's the insatiable need of the public to have every detail as it unfold instead of just waiting.

Nationals game tonight still hasn't been cancelled.
If there are suspects at large, I don't know if it's a good idea to flood the area with 30,000 baseball fans.

Could be. The police have said the white male that they were seeking in connection to the shootings has been identified and is no longer a suspect.

I know a LOT of folks at the Yard. My entire organization here in Indiana is a part of NAVSEA and we're following the official NAVSEA postings here with a great deal of interest and dread. I hope everybody I know and work with are safe <strike>though I'm worried about one of my co-workers who was heading to the Yard today on TDY - he hasn't checked-in yet.</strike>
Updated to add: Checked-in. Not there. We're good.

No, we don't typically install the type of surveillance cameras you're talking about in places like NAVSEA HQ. Too great a risk of capturing something classified.

From what it sounds like, he used another person's badge. But like I said before, there's basically 2 checkpoints to get to where he was (with 2 badges necessary) - 1) the Navy Yard gate (you need a DoD CAC to gain entry) and 2) the NAVSEA electronic turnstile gates (where you use your NAVSEA badge) inside building 198.
For #1, the guard usually checks the card closely to see if the picture matches. So I'm curious if he had his own DoD CAC.
In my previous experience at NAVSEA, if you have a NAVSEA badge, you scan it and proceed through. The guard would not take a look at the badge to see if the picture matced so you could theoretically use anybody's badge. Now this was 6 years ago and I don't know if the SOP has changed.
