I don't know about those other countries, but in Egypt and Pakistan, the US has historically supported the armies of dictators. Those countries together account for about 2/3rds of the foreign aid money on that list.

Yes, I'm very surprised about Argentina. I'd think Venezuela, Bolivia, Ecuador and Cuba would be much more hostile. The Falkland Islands has been a touchy issue but I don't think we've been involved with that.
