Idaho Wilderness Water Facilities Act - Politics as Usual?

H.R. 4474: Idaho Wilderness Water Facilities Act passed yesterday, unanimously, 415-0.

compare this to H.R. 3538: Idaho Wilderness Water Resources Protection Act, which failed because 2/3 of the house did not vote for it. From what I can tell, not a single member of the House took to the floor to put forth an argument why this bill should not be passed.


What changed from HR 3538 to HR 4474? The lead sponsor. In HR 3538, the lead sponsor was a Republican and the cosponsor was a Democrat. in HR 4474, the roles were switched so that the lead sponsor was the Democrat and the cosponsor was the Republican.


187 Democrats voted down a piece of legislation that was sponsored by a Republican, then switched their vote a week later when a virtually identical piece of legislation was sponsored by a Democrat.

I'm sure this is just politics as usual on the Hill, but this just seems ridiculous. Shouldn't we expect that our representatives act like adults?

Rep. Doc Hastings, R-Wash., complained about this today on the House floor and offered details that are missing from the Congressional Record. When Simpson brought up the bill last week, Democrats killed it in retaliation for the failure of a completely unrelated bill that spent $50 million to give landmark status to a beachfront plot on the Caribbean island of St. Croix.

Well, this certainly prompts the question, "Which Democrat owns the beachfront plot on St Croix, and needs $50 mil to spruce it up." A little more investigative reporting please. We only have half the story.

Here is one Congressman's opposition to it. This seems pertinent:

The Park Service itself has testified on this Castle Nugent bill before us today that "we would ask that the committee defer action on this legislation until the special resource study is completed, which is consistent with the Department's general policy on legislation establishing a new unit of the National Park System when a study is pending."

If this was about St. Croix, then shouldn't the Democrats switched their vote on Idaho after they got what they want in the Virgin Islands?

And in a show that partisanship abounds, the House also unanimously passed a bill sponsored by a Democrat that allow for repairs to waterways in Idaho wilderness lands - after Democrats last week voted down a bill with the exact same language that was sponsored by a Republican. Last week's vote was in retaliation for Republicans blocking the Virgin Islands bill.
The Castle Nugent bill passed 241-173, with four Democrats joining all Republicans in voting against it. The Idaho waterways bill passed 415-0.
