At least they are carefully to recognize the legal requirements. Florida has evidence of ~40,000 people registered in two states (one being Florida) and ~2000 actually voting in two states.

For people who split their time pretty equally between two states, there is a valid question (and option for them) as to which is the state of legal residence. If they go on a few other trips too, they may not spend over six months anywhere.

I'd probably choose based on which is more favorable tax-wise, rather than where my vote would make more difference, but they can choose for whichever reason. They can't bounce back and forth unless their situation genuinely changes.

True, but just the sample size of most state polls introduces an uncertainty of ±3% or more. I grant this may be a bias, not just an uncertainty, but compared to 3% of 6,000,000 = 180,000 votes, do you really think there are enough snowbirds willing to do this to matter, and that they all vote for one party? I think it is in the noise, but I probably can't prove it until Nov. 3.
