Read about this on a news site.

The picture is of such poor quality and full of compression artifacts that it could be almost anything.

Offhand, I'd say its more likely to be a door since the blue sky seems to have parallel brush strokes on it, but again, it's so full of compression, it's difficult to tell for certain.

I saw another image that claimed to be the original that showed people swimming in the water, but upon close inspection they were poorly and obviously pasted in.
